IPART Proposal
Essential Water is preparing its next pricing submission to the Independent Pricing and Regulatory Tribunal (IPART).
This submission will help determine the prices customers in Broken Hill and surrounding communities pay for water and wastewater services from 1 July 2026.
What is IPART reviewing?
- IPART is responsible for setting fair and affordable prices for regulated utilities across NSW. As part of this review, IPART will consider:
- The costs of delivering water and wastewater services in Broken Hill, Menindee, Sunset Strip, and Silverton
- The level of government subsidy required to keep prices affordable
- Bulk water costs, including the WaterNSW Murray River to Broken Hill pipeline
- Community feedback and priorities
- Essential Water’s pricing proposal outlines our planned investments, service improvements, and cost forecasts for the next five-year period.

Once IPART releases its Issues Paper, customers and stakeholders will be invited to:
- Review the proposal
- Make a submission
- Attend public forums or consultation sessions
